In general, yes. The Charter of the French Language requires a business operating in Quebec to make its website available in French. It can also be offered in English. I don't give legal advice: for the rules that apply to your business, check with the Office québécois de la langue française.
No. In most cases, I add or fix the French directly in your current site, whatever platform it runs on.
No. I may use tools to work faster, but every sentence is reviewed and adapted to Quebec French before it goes live.
A French translation usually takes one to two weeks, depending on the number of pages. A complete website takes three to six weeks. The exact timeline is written in your quote.
